Yes, I suffer from the exact same condition as Kanye, and while that may at times explain my erratic behavior, it never excuses it, not does it absolve me of the responsibility of dealing with the consequences of my words or actions. Every person is responsible for themselves, despite their mental health conditions. It is unfortunate some people have additional struggles, but that doesn’t absolve them the work of being decent. As somebody who lives in a questionable neighbor, I would personally sacrifice a lot if we could ban vehicles from playing music above personal listening levels while in residential zones. Feeling house-reverberating bass at all hours of the day is way worse than normal car noises.
Yeah, there are noise ordinances in theory, but those are never enforced and if you live in a questionable neighborhood, the penalty for calling the cops to enforce them is way steeper than just dealing with the insufferable noise. I hate feeling bass shake my whole house at 2am, but if I have to choose I guess I pick that over being shot.

Work together and build a petition, then seek signatures first amongst the people who attend, then talk to your neighbors.
