I always assumed it was a comparison between the West and the USSR. One could swap the populations and few would notice. It was a culture and leadership thing.

In Next Gen the USSR was gone, so they no longer needed that angle.

This is all assumption though.

A lot of people think that’s what it was.

That said, TNG started in 1997 1987 and the USSR collapsed in 1991.

They really didn’t give much direction at all on how Klingons should look back then. The actor and makeup artist basically came up with it on the spot.
