Yes which is why it’s so important for proper medical care of trans people to be available.
These risks are mitigatable especially with proper monitoring, but if the choice is only between DIY or nothing, then DIY is still the safest option for most even with the risks.

3% incidence of cardiovascular disease compared to ~1.5%. 95% increase sounds like a lot, but 3% isn't that terrible, honestly.
