Disrupting the command structure (not physical, just the way it is organized and implemented) means that while all the parts might still exist there will be tons of confusion and slowed communication that is needed to effectively use their military resources. Sure, if no one dies they can get it straightened out, but they likely lost weeks worth of work and it is also very likely that some people who feed or distribute information died or were injured and that will make recovery from the attack take even longer.

Plus there is the fact that being able to hit a command post is going to make people nervous about being in a command center, which has morale implications.

This was a success even if nobody died and Russia pretends that it was ineffective.
