No idea actually :P I found it randomly but I looked for it again and found it on Deviantart by fauzi1998 with no watermark and the Edgerunners logo on it (also it’s apparently an animated wallpaper) and with reverse image searching I found it on a website called konachan without the Edgerunners logo or the shadow seen on the deviantart wallpaper but with an easy to remove watermark that says @Lm_akko
I’ve also seen the deviantart one reposted on other 3 sites for wallpapers and the konachan one reposted as a browser theme without the watermark
There is a twitter account named Lm_akko but twitter won’t let me see it without creating an account but it looks like that might be the artist
