#OnePersonOneVote could seriously increase turnout for presidential elections in all areas. Democrats in deep red states would have a better motivation to vote for President, same as Republicans in blue strongholds.
@Acronymesis@TonyStark It's a vestige of the Constitutional Convention, but it relates to the Civil War in that the Electoral College (and the Senate, and every slave counting as 3/5 of a person for the purpose of assigning seats in the House) was designed to give Southern states disproportionate power, to give them an incentive to ratify the Constitution.
