how do you create communities?

On the default frontend there is a button on the home page:

https://lemmy.ml/create_community

EDIT: Some instances have restricted community creation. It works on lemm.ee (if you are logged in): lemm.ee/create_community

The lemmy.ml admins decided to restrict community creation there.

You can open communities on other instances such as lemm.ee
