I've never encountered this plant before, but that might be because we don't have a rock garden. The common name seems to be 'Ice Plant' and it is a succulent ground cover. The super shiny bright flowers really catch your eye!

@PJD65@gardening Where I lived when I was younger in San Diego, the hills were covered in ice plant because they were great for erosion control and as a fire retardant (water stored in the foliage). In full bloom, it was quite a sight to see
@Cameo@raddude12@thegardendude@gardening I just did some searching to try and figure out if this is invasive here in Illinois and found this: Carpobrotus edulis is an iceplant that is highly invasive, but delosperma cooperi is recommended as a non-invasive alternative groundcover by CAL-IPC.
This still doesn't answer about this version, delisperma hybrida, but I am not finding anything about it being invasive. I'm guessing this is another instance where using common names causes confusion.
