In my experience as an educational designer in the non-formal space, interactive learning design is the only way to go. Activities might include passive, active or constructive sections, but it all should lead to interactivity, where the real learning happens. The synergy – as I tend to reference it – is where learning outgrows primary educational outcomes and becomes immersive & highly retentive. Learners need to have a stake in the process, otherwise it's useless.

Ivan, I don't disagree. What's more, it's clear from evidence that learners have to DO something with new information to make it their own. That's why evidence-based strategies are so effective, even without technology. @illumniscate @edutooters https://www.mglead.org/ebs/ebs-strategies
