@RuthFlaherty@edutooters It's an old common law rule.¹ I think it still exists in a minority of US states. It assumes the owner of a domesticated animal cannot be held liable for the animal attacking someone unless they had reason to believe the animal was dangerous. So they get a "pass" on liability for "one-bite." After that they should know better.
So, there's a lot to unpack here. Is the human the werewolf's "owner;" are werewolves domesticated animals, etc.?
