One of the better episodes yes, and one of my favorites as well. Which makes me extra sad that Picard S3 chose to totally ignore it. I'd have forgiven it for what I thought was a good story, but I don't think any season of Picard had a good story. :\ So I'll keep Time's Arrow as my canon and leave Picard as a non-canon fanfic. ;)

I generally enjoyed PIC, especially Season 3. The style and tone of the show is much different than TNG and it isn't for everyone...

I enjoyed Picard. It had it's problems, but I've seen it twice now, and will watch again some time. I don't consider it Trek "proper". More like Trek "adjacent". I don't watch for the same reasons, or with the same expectations I watch TNG, DS9, SNW..., but it's till enjoyable for me.

Yes, PIC focuses on Jean-Luc's stories which are serialized (e.g. 1 main story per 10 episode season) rather than episodic.
