Normally, you'd have the key for that actor cached from past activities and can use it to validate, but mastodon blasts out deletes like a firehouse to everyone it can, so you get a lot of useless delete activities (and if you don't do the optional sharedInbox, mastodon will resend that delete individually to every user on your server).
