It's honestly a good place for em. It's the 'Jeff Jarrett' spot.

The 'threat' that they could take the titles is still there in kayfabe. They can still put on a performance, even if they aren't in the best of shape, but putting over the next guys is what they should be used for. They can still get wins against lesser card guys, the occasional bigger win, take the L's on important stuff to put over the ones who need it. That way Matt can rest himself a bit, and they don't have to worry about Jeff fucking up a title reign/title picture.
