In the US, slow decline in smoking had already started in the 1970s. Restaurants and airplanes had "non-smoking sections" (which didn't prevent smoke coming over and making your clothes smell like an ashtray, but at least one wasn't right next to someone chain smoking).

Some smokers were very indignant and constantly complained about non-smoking sections as a violation of their "rights" to puff everywhere they wished, no matter how unpleasant or unhealthy it made others.
