No, it doesn’t, that is not at all what the court has said, it’s just a clickbait title.
What they said is that a 1982 Canadian law about suing foreign states cannot be used retroactively for a 1960s case. Much less dramatic, I know.
zephyreks, For reference, Canada is saying that they cannot retroactively apply laws to prosecute someone.
Either way, the fact that MKULTRA was considered a conspiracy theory for so long really makes you question what intelligence agencies are up to today.
