My reaction as well at first, but this article is only talking about folks with gender dysphoria which is classified as a psychiatric condition. It's not a win for all trans folk but it is a win for anyone diagnosed with dysphoria, for whom transition is common.
I'll take that over nothing any day.
I also just wanted to post something slightly positive going in the way of trans folk this month so far, considering the other major news is that Kansas has banned transgender people from using restrooms, locker rooms, domestic violence shelters and rape crisis centers that are consistent with their gender identities and Georgia has blocked most gender-affirming care for transgender people under 18, all in effect from July 1
