One of the problems is the workforce itself. You need people to work in those plants, and for every German specialist in chip manufacturing, for example, you have hundreds of Chinese ones. It’s a long process of education and incentives, and even then you’ll get your stuff at a higher price, since the wages are higher.

Good idea in general, not easy or quick to implement.
