Frosted glass

Glass made of snow and glass to make a semi transparent block. This glass exists in the real world and would be a nice aesthetic to add in minecraft.

@charliepnda This would be awesome to have in vanilla. I once played with a mod that had smth similar (quartz glass), and it was great for building.
