Ok, what the hell. This pdf shows the Dutch flag rotated clockwise, yet @melroy says it should be flipped. Googling shows both versions.

So I can’t fully trust this pdf and have to double check all other rotations. Wikipedia’s flag protocol page is also weird. Argh.
