These declarations bring topics to the forefront when it comes to making funding available. These commitments can also be referenced in courts to prove intention somewhere down the line and influence future legislation.

With how much EU power car companies have, I see this as a step in the positive direction.

It’s the weakest thing they can do though, it’s non binding, there’s plenty of other things that they could do if they wanted it to actually be effective.

By means of a declaration the institutions of the European Union relate their point of view on a specific topic. A declaration is not used to initiate legislative processes, nor is it used to publicise concrete programmes.
