I was listening to a cyberwarfare expert in the US talk about the war earlier in the year, and I recall him saying that one of their surprises – where Russia hadn’t acted as expected in the invasion – was that they hadn’t attempted to take out Ukraine’s communications, like broadcast and cell, either via conventional or cyber attack. He threw out some possibilities as to why that might be.

I suppose that they’re acting as expected now.
