Unequal access: as the Russian school year begins, it’s clear that laws aren’t enough to ensure students with disabilities receive fair treatment

In Russia, inclusivity at the kindergarten and school level has improved, although parents are still often forced to defend their children’s rights in court or through departmental complaint procedures. Applicants and students with disabilities still receive unequal treatment at Russian universities, however, forcing them into a grueling journey to higher education.
