I would say the Sony Xperia is closest to what you want, however repairability might be an issue.
I would have thought Pixel 6a, 7 or 7a would fit the bill, and if you’re US based I think you will get repair services easily.
I don’t think any other phone has support for custom ROMs as much as Pixel so your should be good on that front, plus you’ll get all the latest updates from Google first.
No SD card though so you’d have to buy the max storage model.
Plus you’ll have the best cameras on any phone in that price range.
Alternatively you could look to import a phone from AliExpress, or look at the Asus ZenFone 9 which was last year’s model. It had great reviews, and maybe you can find a good deal.
Overall you won’t find a phone will all those features because it doesn’t exist.
