"Why do we need to breathe" is a tongue-in-cheek to illustrate how bodily functions can create obligations that you find difficult to address. You are watching a show, or working, and you have to pee, or you're hungry. You can't bring yourself to just get up and take care of your needs so you have a little, internal fight with yourself. As a result, you can lament the fact that you have biological functions.
Sleeping is a different flavor of that. You know you have to sleep but your brain doesn't want to let go whatever state it is in in that moment so it creates mental obstacles, preventing you from just going to bed and relaxing, which turns just falling asleep into a chore.
The other one is pretty straightforward. Very frequently I can't start doing things I really enjoy doing and really want to do because I can't shake the feeling that they are an obligation that need time and energy devoted. Part of your brain demands entertainment, another part claims it needs rest, another says you don't deserve to play because you didn't do a certain other obligation, and yet another says that the fact that you paid for that game means you HAVE TO play it so you gotta defy it.
