If he didn’t cause any escalation and wasn’t promoting that kind of behavior then I don’t understand how Kai had any involvement in a “riot”; I also think that needing a permit for every little thing is a bit absurd. I’m not really a fan of him, but none of this really seems like his fault

This is exactly why people need to get a permit for shit like this. The permit requirement isn’t to filter who gets to assemble; it’s so that city services can divert resources to the locations of such assembly so that this thing exactly wouldn’t happen.

More police on a crowd control capacity. Traffic divertion so that the roads won’t get back up. Emergency vehicles and services will be made aware so they can reroute for any calls they get during this time away from crowds.

Come on, guys. I don’t have a background in any sort of civil services and I could think of all this just from the top of my head.

Requiring a permit to assemble feels like a way to undermine the right to peacefully assemble.

But in this case they had no reason to think their permit might be denied - although that permit should be denied if the police can’t assign officers to crowd control; it should be denied if the road is a major artery for a nearby hospital etc. - the point is you get a permit to start a conversation and get to know if the assembly is a worthwhile idea.
